For one of our client, a EU Institution based in Kirchberg, we are lookin for a:

                                        Senior Operational Assistant (m/f)


The Senior Operational Assistant will provide comprehensive assistance for the implementation of MBIL operations including inter alia timely and accurate allocation processing, eligibility checks, review of contractual documentation and monitoring of post-signature events


• Cover the MBIL activity of a specific geographic region 
• Process allocation requests according to the procedures established for the Central Allocation Unit (from reception in the common mailbox to issuance of the allocation letter and filing)
• Ensure that information is stored timely, correctly and consistently; warn of mistakes and ensure that the necessary amendments are made
• Upload of allocation requests in the in the Bank's database and relevant update
• Contribute to the improvement of the quality of data received from intermediaries, to increase the efficiency of the allocation process
• Monitor contractual deadlines (eg allocation deadline, complementarity letters) and take necessary action to extend these deadlines if required
• Review sub-financing agreements and verify if required obligations are included (eg visit/audit rights)
• Update the Bank's website with the information on intermediaries and contact persons
• Monitor if obligations of the finance contract and side letter are met by the financial intermediary (eg ToFA, eligibility of the sub-project, term of sub-financing, etc)
• Draft and amend side letters in line with business requirements. Ensure that rules on complementarity, transfer of benefit and transparency are implemented
• Review finance contract clauses relevant for the MBIL allocation process
• Provide guidance to financial intermediaries (if requested through presentations on-site) on the allocation process
• Update, collate and present information on customers, including statistics on progress of allocations with the intermediaries and preparation of End of Allocation Reports
• Contribute to the improvement of the MBIL product by helping develop best practices applicable throughout the Central Allocation Unit
• Replace other Operational Assistants if requested to do so


• Secondary level education, complemented with a 2-year certification in a relevant field (economics, accounting, legal, business administration) or secondary level education with equally qualified experience in a relevant field
At least 5 years relevant professional experience, preferably in an operational area
• Knowledge of the features of Multi-Beneficiary Intermediated Loans (MBILs) would be an advantage
Experience in handling legal documentation
Good understanding of loan origination and life cycle process
• Knowledge of EIB processes and procedures related to the administration, control, monitoring of lending operations and disbursements
Excellent knowledge of the standard office tools, in particular Excel
Proficiency in using the IT applications supporting lending operations (Serapis, GED) and their reporting tools (Business Objects)
Excellent knowledge of English and a good knowledge of Italian
