Job Description
Primary Objective:
Reporting to senior members of the Financial Sustainability Control team, the successful candidate will play a pivotal role in implementing and monitoring the recommendations from a recent internal control review of the budget process. You will be instrumental in strengthening the financial framework and ensuring robust budgetary management.
Key Responsibilities:
Policy & Procedure Enhancement: Review, update, and refine existing budget policies and procedures to ensure they are current, compliant, and efficient.
Internal Controls Development: Design and implement detective controls throughout the entire budget lifecycle, from setting and allocation to execution and reporting.
Budget Monitoring & Compliance: Diligently monitor budget execution, ensuring all financial activities align with applicable rules, regulations, and internal guidelines.
Financial Adjustments: Act as a key point of contact for reviewing and approving budget adjustment requests and fund transfers, providing justification and ensuring accuracy.
Reporting & Analysis: Prepare and present periodic progress reports on the implementation of internal control recommendations to senior management.
Cost Control Framework: Actively contribute to the development, implementation, and maintenance of a comprehensive cost control framework to optimize resource allocation.
Process Improvement: Proactively identify, analyze, and resolve any dysfunctions or inefficiencies within the budget execution process, proposing and implementing corrective actions.
Candidate Profile: Qualifications & Competencies
Required Qualifications:
A university degree, preferably at a postgraduate level (Master's), in Finance, Economics, Business Administration, Accounting, or a related field.
A minimum of three (3) years of relevant professional experience in financial administration, corporate finance, audit (internal or external), or cost control.
Complete fluency in English (both written and oral) is essential for this role.
Desired Skills & Competencies:
Technical Skills: Proficiency with ERP systems is a significant asset; specific knowledge of PeopleSoft Financials would be a distinct advantage.
Analytical Prowess: Possess excellent analytical skills with an unwavering attention to detail and a methodical approach to data.
Interpersonal Skills: Strong communication and interpersonal abilities, with a collaborative mindset and a proven track record as a team player.
Proactivity & Autonomy: Demonstrate initiative, the ability to work independently with minimal supervision, and effectively organize and prioritize tasks under pressure.
Problem-Solving: A disciplined yet creative thinker, capable of lateral thinking to effectively troubleshoot issues and solve complex problems.
Language Skills: Knowledge of other official EU languages would be considered an asset.
